Yes, the constant feeds stay on the game no matter what. The others switch to another game if it's hotter. You'll notice they only center on the cities of the home teams of the games. That's because fans get ticked off when they switch from "their" game, even when they're winning by 30 points.

An interesting side note: at the sites, they put each constant feed on a separate TV in the concourse. If a 1 is blowing out a 16 in the arena, the majority of people are out in the concourse watching the close games on the TV's.

What does "constant" mean? Does that mean it's the broadcast area for the schools involved so the coverage won't switch if it sucks?

Pfft, your cable sucks. Time Warner gives us, for free, the main CBS with 3 other alternate channels. You haev to keep your remote on a swivel, but you usually don't have to watch any commercials.
